I'm actually level 14 and the only thing left for me in Redding I believe is clearing the mine. you can also discuss the matter with Myron first. You could just bring Myron to him after you get this task. Some high skill in certain field will allow you to gain exra xp. Troy will ask me to smuggle Jet for him in order to start the quest for the cure. If it is still too difficult you could cheese for better equipment before hitting this vault. All companions are dosed with Mentats & Psycho. Those Khans are are tough lot especially Darion. My companions would be Sulik, Vic & Marcus. My play before hitting Vault 15 my character will be equipped with Combat Armor. The battle you have to endure to get it will be more intense than Vault 15. You can buy Power Armor in San Francisco although low bartering skills will render it expensive. Ingredients for stims/super stims can be found in San Francisco mostly though some chance encounter with caravans/farmers/caravans battling with critters will yield some materials. Stims are sold periodically at San Francisco/New Reno/Gecko/Broken Hills & Vault City. Military Base I'd do with Power Armor/ Advanced Power Armor & laz Gatling/Bozar. Most probably armed & accompanied with above stated guns & companions. I will clear the Redding mine at level 15.
